High Level Segment (HLS)

The High Level Segment (HLS) will take place prior to the Thirteenth Conference of the Parties of the Convention on Biological Diversity. The HLS will convene on December 2nd and 3rd, 2016, in Cancun, Quintana Roo. More than 200 ministers from around the world, both environmental and from other sectors will meet to examine successful casehistories of the integration of biodiversity into plans, programs, and policies.
For the first time in the history of the COP, the High Level Segment will take place before the start of the conference itself. This will make it possible for the Ministerial Declaration issued at the conclusion of the HLS to guide and inform the negotiations that take place during the COP. Similarly, it will be the first time ministers from other sectors related to the environment (agriculture, forestry, fisheries, and tourism) will participate in the HLS.
As a result of this meeting, the ministers will adopt a Ministerial Declaration on Integration of conservation and sustainable use of biodiversity for the well-being, which will reflect the decisions reached at the HLS.”
The topics to be discussed in the HLS are:
1. The Integration of Biodiversity in other productive sectors such as agriculture, forestry, fishing and tourism as a key to meeting the objectives of the Convention and its Strategic Plan.
2. The 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDG), which relates significantly to the theme of biodiversity in the objectives 14 and 15, and several of them transversally.
